Garage conversion rules in Hamilton County, TN β sometimes called garage-to-ADU or accessory living unit conversions β govern permits, ceiling height, egress, and parking replacement.
Chattanooga zoning lets an existing detached garage be legally converted into an accessory dwelling unit. Once approved as an ADU, it may add cooking facilities and must meet the 800-square-foot ADU standards; otherwise garages cannot contain kitchens above parking.
Chattanooga's code defines a detached ADU to include "an existing garage or other accessory structure detached from the principal dwelling unit that is legally converted (fully or partially) to an accessory dwelling unit" (Sec. 38-45). Normally the area above parking spaces in a detached garage may not contain cooking facilities (Sec. 38-51(e)), but that restriction lifts once an ADU use is approved, in which case ADU standards control. A converted garage-to-ADU must meet all ADU rules in Sec. 38-43(b): 800-square-foot maximum, same-owner ownership, permanent foundation, and rear or interior side yard placement. Attached garage or interior conversions count as attached ADUs and must meet the zone's principal-structure setbacks. Unincorporated Hamilton County follows the RPA zoning resolution.
Adding a kitchen or living quarters to a garage without ADU approval violates the zoning code; enforcement by the Land Development Office can require reversal, permits, or penalties.
