Galt generally allows garage conversions to ADUs or JADUs under state ADU law. Replacement parking cannot be required when the property is within a half mile of transit, and ministerial approval applies for qualifying projects.
Converting an existing garage into habitable space in Galt is most often pursued as an ADU or Junior ADU under Government Code Sections 65852.2 and 65852.22. State law prohibits requiring replacement off-street parking when an existing garage or carport is converted into an ADU, and also bars replacement parking requirements near transit. Conversions must meet residential building code standards: a minimum ceiling height generally of 7 feet, a compliant means of egress with a bedroom egress window, proper insulation and fire-rated separation from any remaining garage space, heating and ventilation, and a permanent kitchen and bathroom for an ADU. The structure must meet minimum energy standards per California Title 24, and electrical service may need upgrading. Converting a garage to non-residential storage or hobby space without a kitchen or sleeping use is simpler but still may require a building permit if walls, windows, plumbing, or electrical are altered. Use of a converted garage as a short-term rental under 30 days is prohibited by state ADU law.
