Garden Grove allows conversion of an existing garage to an ADU or JADU under GGMC Chapter 9.54, consistent with California Government Code Β§65852.2. No replacement parking is required when an existing garage is converted to an ADU, and existing setbacks are preserved for the conversion footprint.
Under GGMC Β§9.54.040 and state ADU law, the city may not require replacement parking when an existing garage is converted to an ADU or JADU. The existing garage's footprint and setbacks are grandfathered for the conversion. Any added square footage beyond the existing structure must meet the 4-foot side and rear setback for new construction. A JADU created in an attached garage is capped at 500 sq ft, must be within the walls of the primary single-family dwelling under Β§9.54.050, and is subject to owner-occupancy of either the primary unit or the JADU recorded by deed restriction. Conversions still require a building permit from Garden Grove Building Services and must meet California Residential Code requirements for habitable space β egress, ceiling height, light and ventilation, smoke and CO alarms, and fire separation where attached.
Converting a garage to living space without a building permit is a code violation enforced by Garden Grove Code Enforcement, with potential stop-work orders, fines, and orders to permit or restore. Operating the conversion as a JADU sold separately from the primary residence violates GGMC 9.54.050.
