Under California ADU law (Government Code 65852.2) as implemented in NBMC Chapter 20.48, converting an existing garage to an ADU is permitted without replacing lost parking spaces, provided the conversion meets ADU standards. This is a significant relaxation from prior rules. For non-ADU garage conversions (converting to general living space, workshop, or office), NBMC Title 20 zoning requirements for off-street parking must still be met. Residential properties typically require two covered parking spaces.
