Garage conversion rules in Gardena, CA — sometimes called garage-to-ADU or accessory living unit conversions — govern permits, ceiling height, egress, and parking replacement.
Gardena allows an attached or detached garage to be converted into an accessory dwelling unit under Gardena Municipal Code Chapter 18.13. A converted or replacement structure built in the same location and dimensions needs no added setback, and demolished garage parking need not be replaced.
GMC 18.13 permits an ADU inside an existing attached or detached garage or other accessory structure. No setback is required for an existing accessory structure, including a garage, that is converted to an ADU, or for a new ADU built in the same location and dimensions. When a garage, carport, or covered parking is demolished or converted for an ADU, those spaces need not be replaced, and no parking is required for an ADU within existing living space or a studio. If a detached garage is replaced by an ADU, the demolition permit is reviewed with the ADU application and issued together. A garage that remains non-habitable accessory space is governed by the R-1 standards in Chapter 18.12.
