Glendale allows garage-to-ADU and garage-to-JADU conversions under GMC Β§30.34.080, consistent with California Government Code Β§65852.2. No replacement parking is required when an existing garage is converted to an ADU, and the existing setbacks are preserved for the conversion footprint.
Under GMC Β§30.34.080 and state ADU law, Glendale may not require replacement parking when an existing covered parking structure is demolished or converted to create an ADU. The existing garage's setbacks are preserved for the conversion; any added square footage beyond the original walls must meet the 4-foot side and rear setback for new construction. A JADU created in an attached garage is capped at 500 sq ft, must be within the walls of the primary single-family dwelling, and is subject to owner-occupancy of either the primary unit or the JADU recorded by deed restriction. On multifamily lots, additional conversion ADUs may be created within non-livable space (storage rooms, attics, basements, passageways) up to 25% of the existing unit count. Conversions still require a building permit from Glendale Community Development and must meet California Residential Code provisions β egress, ceiling height, light and ventilation, smoke and CO alarms, and fire separation where attached.
Converting a garage to habitable space without a building permit is a code violation of GMC Β§30.34.080 and the Building Code, with stop-work orders, fines, and required permitting or restoration. Operating the conversion as a short-term rental (under 30 days) violates state and city rules.
