Garage conversion rules in Pleasanton, CA β sometimes called garage-to-ADU or accessory living unit conversions β govern permits, ceiling height, egress, and parking replacement.
Pleasanton allows garage-to-ADU conversions under Municipal Code Section 18.106. When a garage is converted to an ADU, the lost off-street parking spaces do not have to be replaced. Converting a garage to non-ADU habitable space (such as a den or extra bedroom) instead requires the home to still satisfy its underlying off-street parking requirement, so most homeowners pursue the ADU path for flexibility.
Converting a garage to a dwelling or habitable room without a permit is a code violation enforced by the Building and Safety Division and Code Enforcement. Unpermitted conversions can trigger stop-work orders, after-the-fact permits, and corrections to meet building, electrical, and egress codes.
