Seminole regulates tiny homes through its Land Development Code and adopted Florida Building Code. Park-model and tiny houses on wheels are generally treated as recreational vehicles under FS Chapter 320 and may not be used as full-time residences outside licensed RV parks. Appendix Q of the Florida Building Code allows dwellings under 400 square feet with reduced ceiling heights, but only on permanent foundations. ADU restrictions, utility connections, and septic/sewer requirements also apply to tiny home projects.
