Beekeeping is allowed in Toledo residential zones with setback and hive-count limits under TMC. All Ohio beekeepers must register annually with the Ohio Department of Agriculture under ORC 909.02, regardless of hive count.
Toledo permits residential beekeeping in single-family and two-family zoning districts subject to reasonable limits. Typical limits include a maximum of two hives on lots under 5,000 square feet, four hives on larger lots, and setbacks of at least 10 feet from property lines and 25 feet from neighboring dwellings. Hives should face away from nearest property lines or be screened by a six-foot flyway barrier such as a fence or dense hedge. A water source on the beekeeper property is required to prevent bees from drinking at neighbor pools and bird baths. Ohio Revised Code 909.02 separately requires all beekeepers, even hobbyists with a single hive, to register annually with the Ohio Department of Agriculture Apiary Program. Registration costs $5 per apiary and includes state apiary inspection availability. Urban beekeeping has grown in Toledo since roughly 2015, particularly in Old West End and South Toledo near the historic greenhouses.
