Brooklyn Park, MN Animal Ordinances: Bird Protection (2026)

11, HUNTING PROHIBITED, makes it unlawful within the City of Brooklyn Park to hunt or shoot any animals or birds. Three narrow exceptions apply: law enforcement officers working in an official capacity; persons specifically authorized by the Chief of Police or the City Manager to destroy diseased, injured, or dangerous birds, animals, or reptiles; and persons authorized by the City Manager or Chief of Police for purposes of protecting health, safety, or general welfare. Division (B) gives the City Council or the Manager authority to further limit which type of animal or bird may be hunted or shot, and the manner and means of doing so.

The section traces to the 1972 code at § 950:55 and was last amended by Ordinance 2008-1084 on February 4, 2008. 10, which separately regulates how firearms, facsimile firearms, and bows must be transported unloaded and cased in a vehicle. Because the hunting ban applies citywide rather than only in parks or on posted land, it functions as a general prohibition on shooting birds and other animals anywhere within Brooklyn Park's borders, subject only to the listed law-enforcement and pest-control exceptions.
