Chapter 92's dangerous-dog scheme is conduct-based, not breed-based: § 92.26(A) requires an owner whose dog has been determined dangerous under this code or Minnesota Statutes § 347.50, Subd. 1, to register the dog annually with the city, pay an annual fee, make the dog available for photographing by Animal Control, and meet the other requirements of M.S. § 347.51, Subd. 2, including a warning symbol and collar tag identifying the dog as dangerous. Section 92.26(B) then sets physical confinement standards: a dangerous dog must be kept indoors or in a secure outdoor enclosure with a floor area of 32 square feet per animal, sidewalls at least five feet tall built of 11-gauge or heavier wire with openings no larger than two inches, buried support posts, a fully covered top, and a self-closing, self-locking gate, all placed in compliance with zoning setbacks unless a variance is obtained.

Outside that enclosure, the dog must be securely muzzled and restrained on a chain no longer than three feet with sufficient tensile strength. Owners must be at least 18, and violations of the registration or confinement rules can lead to a hearing before an impartial hearing officer and possible restrictions on future dog ownership under § 92.28(B). Penalties for violating § 92.26 follow state statute per § 92.26(I) for the related potentially-dangerous designation.
