060 makes it unlawful to keep domestic birds on any premises unless the coops and enclosures housing them are maintained in a sanitary manner and are regularly cleaned at least once each week, specifically to prevent any accumulation of manure or offal; the code declares a violation of this section a public nuisance in its own right, separate from any general nuisance finding. 070 then caps the population: no person may keep domestic birds, rodents, or reptiles on any premises they own, occupy, or control exceeding twenty in number at any one time, and that twenty-animal ceiling is calculated in the aggregate across all of those categories combined, regardless of species or age, rather than twenty of each kind separately.
