Pismo Beach, CA Animal Ordinances: Bird Protection (2026)

Section 12.20.195, added by Ordinance 07-07 in 2007, bans three things inside the pier zone: feeding any pigeon, seagull or other bird; dispersing food or other matter edible by birds so that it is available to them for ingestion; and permitting such food to remain on the ground after dispersing or dropping it. The section defines the pier zone as any public sidewalk, bench, lawn, street, parking lot or other area owned or controlled by the city of Pismo Beach inside four boundary lines. On the west the boundary is the mean high tide line of the Pacific Ocean. On the north it is a line along the northern edge of Pomeroy Avenue, extended past its ocean-side terminus to the mean high tide line. On the south it is a line along the southern side of Hinds Avenue, extended the same way. On the east it is the easternmost line of the city pier parking lot. The zone also includes the entirety of the city pier and the length of the boardwalk extending from the pier.

Public officers and public employees performing their duties are exempt. Under § 12.20.200, the department of public works is responsible for adequately posting the areas described in the chapter to advise the public of prohibited activities. Elsewhere in the city, a matching three-part bird feeding ban applies on the Cypress Street Bridge and within 100 feet of the bank of Pismo Creek under § 6.04.140. Dogs on the pier are handled separately by §§ 6.04.100 and 12.20.180.
