Pismo Beach, CA Parking Rules: EV Charging (2026)

Section 15.12.020 defines an electric vehicle charging station as any level of electric vehicle supply equipment station designed and built in compliance with Article 625 of the California Electrical Code that delivers electricity from a source outside an electric vehicle into a plug-in electric vehicle. Every station must meet the applicable health and safety standards and requirements imposed by the state and the city, plus the safety and performance standards of the California Electrical Code, the Society of Automotive Engineers, the National Electrical Manufacturers Association, accredited testing laboratories and, where applicable, the Public Utilities Commission on safety and reliability.

The building official must establish the expedited review process with standard plans and checklists that list every requirement a station must meet to qualify. The process must substantially conform to the "Plug-In Electric Vehicle Infrastructure Permitting Checklist" of the "Zero-Emission Vehicles in California: Community Readiness Guidebook" published by the Governor's Office of Planning and Research, though the building official can modify the checklists for unique climactic, geological, seismological or topographical conditions. Checklists, standard plans and other required documents are posted on the City of Pismo Beach website.

An applicant can file by email, internet or facsimile, pay the permit processing and inspection fees as specified on the city website, and sign electronically. The application is complete when it satisfies the information requirements in the checklists and standard plans. If it is incomplete, a written correction notice detailing all deficiencies is sent for resubmission. A complete application is approved administratively as a nondiscretionary permit within a reasonable time. The building official can require a use permit under other Municipal Code provisions if, based on substantial evidence, the station could have a specific, adverse impact upon public health and safety, defined as a significant, quantifiable, direct and unavoidable impact based on objective, written standards as they existed on the date the application was deemed complete. Approval shall not be based or conditioned on the approval of an association as defined in Section 4080 of the Civil Code.
