Following the Maryland Court of Appeals' 2014 ruling and subsequent legislation (HB 421, 2014), Maryland counties and municipalities may not enact breed-specific legislation. Annapolis does not ban any specific dog breed. Dogs may be designated 'dangerous' based on individual behavior β a bite or attack incident β rather than breed. Dangerous dog designations require special licensing, muzzling in public, and liability insurance. Anne Arundel County's dangerous dog process applies. HOA communities may have their own breed restrictions in covenants.
