Harris County does not ban any specific dog breeds in unincorporated areas. Texas state law (TX Health & Safety Code Ch. 822) preempts local breed bans and instead uses a dangerous dog classification system. A dog may be classified as dangerous if it makes an unprovoked attack causing bodily injury or commits acts indicating a likelihood of biting. Once classified, owners must within 30 days: (1) register with Harris County Public Health VPH ($50 annually); (2) provide proof of spaying/neutering; (3) obtain liability insurance with minimum $100,000 coverage; (4) have the dog microchipped; (5) obtain approval of a secure enclosure (cement/equivalent floor, 9-gauge chain-link walls, fixed roof if dog can climb); and (6) fit the dog with an orange collar labeled 'Dangerous Dog.' When outside the enclosure, dangerous dogs must be on a 6-foot leash held by a capable handler and humanely muzzled.
Failure to register dangerous dog: Class C misdemeanor, escalating to Class B for repeat offenses. Dangerous dog at large: criminal charges. Dog causing serious injury or death: felony charges under TX Health & Safety Code Β§822.005.
