TX Health & Safety Code §822.047 expressly preempts counties and cities from adopting breed-specific ordinances: 'A county or municipality may place additional requirements or restrictions on dangerous dogs… but may not adopt regulations specific to one breed or several breeds of dogs.' Collin County and all its cities therefore cannot ban pit bulls, Rottweilers, German Shepherds, or other breeds. Regulation is behavior-based under 'Lillian's Law' (TX HSC §§822.041–822.047): a dog becomes 'dangerous' after making an unprovoked attack causing bodily injury outside a secure enclosure. Owners of declared dangerous dogs must register annually with Collin County Animal Services (4750 Community Ave, McKinney), pay $50 registration, carry $100,000 liability insurance, muzzle and leash in public, and maintain a secure enclosure. Violation causing serious bodily injury is a 3rd-degree felony under TX HSC §822.005 (2–10 years prison). Death caused by dangerous dog is 2nd-degree felony.
