Unincorporated Collin County imposes no permit, hen cap, coop setback, or rooster restriction on backyard poultry. The east and north sides of the county (Farmersville, Blue Ridge, Nevada, Westminster, Weston) retain agricultural character with open-range and large-lot poultry common. TX HB 1750 (2023) amended TX Ag Code ยง251.005 and HSC Ch. 343 to classify backyard chickens as 'agricultural operations,' meaning cities must now prove an 'imminent threat to public health' before restricting flocks โ a high legal bar. Cities in Collin County have since loosened rules: Plano ยง6-70 allows 6 hens, no roosters, 25 ft coop setback; Frisco ยง14-56 allows 6 hens on lots โฅ6,000 sq ft, no roosters; McKinney ยง4-83 allows up to 8 hens, no roosters; Allen ยง6-31 allows 4 hens. HOAs under TX Property Code Ch. 202 commonly prohibit all poultry in master-planned subdivisions (Stonebriar, The Grove, Windsong Ranch).
