Texas Health and Safety Code Section 822.047 expressly preempts municipal breed-specific bans. Instead, Converse enforces the state dangerous-dog framework under Texas Health and Safety Code Chapter 822 Subchapter D, known as Lillian's Law. A dog becomes legally dangerous after an unprovoked attack causing bodily injury or a credible threat of serious harm. Dangerous-dog designation triggers mandatory secure enclosure, 100,000 dollars liability insurance, muzzling in public, microchip registration, and annual fee payments. Lillian's Law (Health and Safety Code 822.005) makes an owner criminally liable for a second-degree felony if a dangerous dog causes death and for a third-degree felony if serious bodily injury results. Landlord and HOA pet policies may still restrict breeds on private property.
