Converse's code of ordinances requires every free-roaming cat in the city to be spayed or neutered. A cat is "free-roaming" if it isn't securely caged, leashed, or confined to the owner's residence or business, so any cat let outside unsupervised falls under the rule. An intact free-roaming cat is subject to impoundment by an animal control officer, and the code doesn't stop altered cats from continuing to roam.
