Maryland HB 421 (2014) prohibits all Maryland counties and municipalities from enacting breed-specific legislation. Anne Arundel County does not ban any dog breed. The county uses a behavior-based system where any dog that bites or attacks may be designated 'dangerous' or 'vicious' regardless of breed. Dangerous dog owners must carry liability insurance, use a muzzle in public, and maintain secure confinement. Vicious animal designations may require humane euthanasia. HOA communities may still include breed restrictions in private covenants.
