010(H) defines 'dangerous animal' as any animal that, without provocation, bites or attacks a person or another animal, or acts in a terrorizing manner, on public or private property, a definition that applies equally to every breed of dog and to non-canine animals. The definition carves out a watchdog kept on adequately posted private premises (a legible 'beware of dog' notice at the entrance) or a dog under a police handler's control. 010 then prohibits any animal from attacking, threatening to attack, or biting a person or domestic animal, whether off the owner's premises or on it, subject to affirmative defenses: the act was necessary to stop or apprehend someone committing a crime, the animal was provoked or assaulted, or the incident occurred while the animal was properly enclosed in a fenced area, kennel or the home.

020 gives the animal control officer authority to impound an animal presenting a clear and present danger, and even to immediately destroy a vicious animal without notice to the owner if necessary to protect people or other animals. 030 sets the court process: the municipal judge determines disposition after notice to the owner, can order the animal destroyed or released based on the danger it presents, and the owner remains liable for impoundment fees and fines even after voluntarily surrendering the animal.
