Spokane has no breed-specific legislation (BSL). The city uses behavior-based dangerous dog designation under SMC 10.04.030, consistent with RCW 16.08. Pit bulls and other breeds are legal.
Unlike some smaller WA cities (Yakima and Royal City once had pit bull restrictions), Spokane regulates dangerous dogs by behavior rather than breed. Under SMC 10.04.030 and RCW 16.08.070, any dog with a history of unprovoked attacks or that causes severe injury can be declared dangerous or potentially dangerous. Owners of declared dangerous dogs must maintain a secure enclosure, post warning signs, carry 250,000 dollars in liability insurance, and muzzle the dog in public. There is no breed list. Landlords and insurance companies may still refuse specific breeds, but that is private policy, not city law.
Failing to comply with dangerous dog conditions is a gross misdemeanor under state law, punishable by up to 364 days in jail and a 5000 dollar fine.
