Virginia Beach does not have breed-specific legislation (BSL). No dog breeds are banned or restricted by breed alone. Vicious dogs may be ordered euthanized by the court. Animal Control investigates bite incidents and petitions the General District Court for dangerous/vicious declarations. Rabies vaccination is mandatory for all dogs 4 months and older under VA Code Β§3.2-6521. While city law does not restrict breeds, private entities can: landlords may refuse to rent to owners of certain breeds, HOAs may prohibit breeds in covenants, and homeowners/renters insurance companies commonly exclude coverage for pit bulls, Rottweilers, and similar breeds. Military housing on Oceana Naval Air Station, JEB Little Creek-Fort Story, and Dam Neck Annex follows DoD policy which restricts pit bulls, Rottweilers, Dobermans, Chows, and wolf hybrids.
