Glenn County does not require cats to be licensed or leashed. Under Glenn County Code Section 8.04.010(E), "cat" means all domesticated felines. Cats are still "animals" for purposes of the general prohibitions in Section 8.04.075, so owners may not let a cat run at large, trespass on property where livestock or fowl are kept, commit a nuisance, or behave viciously; Section 8.04.010(W) expressly includes cats in the "vicious animal" definition. Animal control may impound any animal, including a cat, that is at large, trespassing, a nuisance, or vicious (Section 8.04.090). Impounded animals are held and owners notified, with a redemption window before adoption or humane disposal (Section 8.04.100). California Food and Agricultural Code Sections 31108 and 31752 require public shelters to hold stray cats for a minimum period and to check for identification before adoption, transfer, or euthanasia.
Letting a cat run at large, trespass on livestock property, create a nuisance, or behave viciously violates Section 8.04.075 and can lead to impoundment under Section 8.04.090, with redemption fees set by the county.
