07 requires that no person own a dog or cat four months of age or older in the county unless it is registered under state law and Chapter 96. 17 tie that duty to rabies vaccination: registration is valid for one or three years matching the vaccination cycle, and the fee is $15 for a spayed or neutered animal registered within 30 days of inoculation, or $50 if not altered; registering more than 30 days after inoculation doubles the fee. The veterinarian who administers the rabies vaccine collects the fee and forwards it, along with the registration, to Macon County Animal Control.

17(C) then carves out two exemptions from the registration section: dogs or cats owned by non-residents who are in the county for less than 30 days, and feral cats, which are exempted outright regardless of residency. 10 covering caterwauling and property damage.
