It shall be a civil infraction for any person, firm or corporation to own, possess, harbor or otherwise be the custodian of any dog or cat over the age of three months within the city unless the person, firm or corporation has first procured a license therefor as provided in this chapter. The license tag shall be attached to the animal's collar so that the animal may be returned to the owner. The animal owner will be responsible for any costs regarding a licensed but not tagged animal. The penalties for failing to license a dog or cat pursuant to this section are $150.00 for each offense in the 2005 calendar year and $250.00 for each offense after December 31, 2005.
