Under Sec. 4-41, cats are capped at eight per residence in residential zoning districts. The county's Ch. 4 code (as amended by Ord. 2019-109) defines a 'community cat' as a free-roaming cat cared for by residents; ear-tipping indicates it has been sterilized and rabies-vaccinated at least once. Community cats are excluded from the 'at-large' definition, supporting trap-neuter-return programs run through the Osceola County Animal Shelter. Owned cats four months and older must be rabies-vaccinated under Florida law (FS 828.30). County code covers the unincorporated area; cities set their own cat rules.
An owned cat running at large or unvaccinated draws the same 'At Large or Improperly Confined' and 'Failure to Vaccinate' civil citations ($100 first offense) as dogs.
