Chapter 5, Article I sets the county's general at-large and confinement rules for domestic animals, and Sec. 5-23 states plainly that 'all domestic animals other than cats and dogs are prohibited from running at large in unincorporated areas of county,' carving cats out of the same prohibition that reaches livestock and other domestic animals. Sec. A. ' Dogs get their own separate at-large regime under Division 2 (Sec. 5-54 through 5-58), which only takes effect in a platted subdivision after 60 percent of owners petition the board and a public hearing is held; nothing comparable exists anywhere in Chapter 5 for cats.
Rabies vaccination under Sec. 5-150 is likewise limited by its own text to 'any dog in areas located outside of any incorporated cities in the county'; no county provision requires cat vaccination, tags or licensing. Feral cat colonies, trap-neuter-release programs and cat leash requirements are simply absent from the code.
