Pinellas County allows up to four hens at single-family homes in most residential zones under Section 138-3351, while Section 138-3350 generally bars farm animals outside agricultural and rural zoning districts.
Section 138-3351 of the Pinellas County Land Development Code permits up to four chickens (defined as hens only) on occupied single-family properties within the R-1, R-2, R-3, R-4, R-5, and RPD zoning districts, plus manufactured-home subdivisions. Roosters, ducks, geese, turkeys, peafowl, and other poultry are prohibited. Hens must be confined in a coop and screened enclosure that is opaque to neighbors, and they may be kept only for personal use; selling chickens, eggs, or manure and on-site slaughter are barred. Farm animals such as horses, cattle, goats, and swine are restricted to A/E, E-1, and R-R districts under Section 138-3350.
Code enforcement may issue notices, daily fines, and removal orders; repeat violators of Section 138-3351 lose the privilege of keeping chickens on the premises.
