Fort Wayne, IN Animal Ordinances: Chickens & Livestock (2026)

City Code § 91.019 makes it unlawful to possess or harbor a domestic farm animal in Fort Wayne without approval from the Department of Planning Services. The code defines domestic farm animal broadly to include calves, cattle, goats, horses, ponies, llamas, alpacas, ostriches, emus, poultry (chickens, ducks, geese, turkeys, guinea fowl and other galliformes or waterfowl), sheep, and pigs including potbellied pigs. Pigeons are specifically excluded from the definition. Because Fort Wayne and Allen County share a joint plan commission, the planning approval a keeper needs traces back to that joint zoning framework even though this restriction itself sits in the Code of Ordinances.
