Sugar Land's Development Code Land Use Matrix (Sec. 2-71) designates permitted uses by zoning district. Livestock and poultry keeping is not a permitted use in standard residential districts (R-1, R-1E, R-1R, R-1Z). The city's residential areas are predominantly master-planned suburban communities where agricultural activities are not compatible with the intended land use. The R-1E (Estate Residential) district may have different provisions for lots of larger acreage. Chapter 3, Article II (Animal Services) regulates domestic animals but does not override zoning restrictions on livestock. Sugar Land's animal services provisions (updated by Ordinance No. 2330 in May 2024) focus primarily on dogs and cats. Keeping fowl or livestock in a prohibited zone is a zoning violation. Some nearby unincorporated areas of Fort Bend County may permit livestock on larger parcels.
Keeping livestock or chickens in a prohibited residential zone is a zoning violation with fines up to $2,000 per day. Code Enforcement will issue notice to remove the animals. Each day constitutes a separate violation.
