Sugar Land's noise ordinance sets a specific nighttime window for construction under § 3-101(f): it is unlawful to engage in construction work, covering the erection, demolition, alteration, or repair of any building, or the excavation of streets or highways, between 7:00 p.m. and 7:00 a.m. the following day, at a volume loud and long enough to unreasonably disturb the peace of people on the same, adjoining, or nearby property. The rule is volume- and duration-based rather than an absolute overnight shutdown; the city looks at whether the noise was loud and long enough to unreasonably disturb neighbors, not simply whether work occurred during the restricted hours.

Contractors can work through the restricted hours anyway if their construction permit expressly authorizes it, which puts the burden on a builder needing a night pour, emergency repair, or off-hours excavation to secure that authorization from the city up front rather than relying on the general rule. The construction-hours rule sits inside the same section as the city's general nuisance-noise standard in § 3-101(b), which independently bars any noise of a volume, intensity, or duration that disturbs a reasonable person's enjoyment of a dwelling, so a contractor working within the 7:00 a.m. to 7:00 p.m. window is not automatically shielded if the noise is otherwise excessive under that broader test.

Section 3-101(h)(1) provides a defense for noise made by an employee, contractor, or agent of a city, county, public school, or other governmental entity, or of a public service utility such as a water, wastewater, electric, telephone, or natural gas provider, performing their duties, meaning municipal and utility crews are not bound by the same 7:00 p.m. to 7:00 a.m. limit when working on public infrastructure.
