Under Sugar Land's Animal Services ordinance (Ch. 3, Art. II, updated by Ordinance No. 2330 in May 2024), dogs running at large are prohibited. Animals must be confined to the owner's property or under the owner's physical control when off-premises, which effectively requires a leash on public property. Sugar Land Animal Services investigates animal bites at level 3 and above on the Dunbar Bite Scale. The city does not operate a pet licensing or registration program, but Texas state law (Health & Safety Code) requires all dogs and cats over 4 months of age to be current on rabies vaccination. Sugar Land has off-leash areas in certain designated parks. Animals found running at large may be impounded by Sugar Land Animal Services and held at the city's animal shelter. The owner must pay impoundment fees and may face citations.
