Katy requires dogs to be on a leash or securely confined within a fence at all times, prohibits dogs from running at large, and authorizes animal control to impound any unrestrained dog found in the city.
Katy's animal control ordinance defines a dog as 'at large' if it is not under control by a leash, chain, cord, or similar restraint attached to a collar or harness, or not securely restrained within an enclosure or fence. Animal control officers, deputies, or police may seize and impound any dog or cat running at large on any lot or tract within city limits. The only exception is at city-designated dog parks, where owners must still carry a leash and immediately leash and remove any dog showing aggressive behavior.
Misdemeanor offense punishable by a fine up to $500.00 per occurrence, plus impoundment, boarding, and reclaim fees before the animal is released.
