In unincorporated Glenn County, owners may not let a dog run at large. County Code defines "at large" as any animal not enclosed, not on a leash, and not under the immediate, direct control of a responsible person. Hunting and stock dogs working on the owner's property are excepted.
Glenn County Code Title 8 (Animals), Chapter 8.04, governs dogs in the unincorporated area. Section 8.04.010(D) defines "at large" as any animal that is not in an enclosed area, not under restraint by leash, and/or not under the immediate and direct control of a responsible person. Section 8.04.075(B) makes it unlawful for any owner to permit an animal to run at large, and Section 8.04.090(C) lets the animal control officer impound any animal found at large. The code does not state a specific leash length; restraint can be a leash, an enclosure, or direct control. Two exceptions appear in 8.04.010(D)(1): a hunting dog legally hunting game and a stock or working dog performing herding duties are presumed under direct control while on the owner's property. Section 8.04.110 requires any dog found at large near a schoolyard, bus stop, or roadway where children gather to be seized and impounded. Animal control is run by the Glenn County Sheriff-Coroner.
Permitting a dog to run at large is unlawful under Section 8.04.075. The animal control officer may impound loose dogs, and owners pay impound and redemption fees set by Board of Supervisors resolution before reclaiming the animal.
