Summary

Columbus, Georgia requires every dog on public property to be on a leash and under a responsible person's control, with narrow exceptions for police canines, search-and-rescue dogs and licensed shows.

Use of a leash on all public property. No owner or caretaker shall allow any canine, "dog" on any public property unless such animal is restrained by an appropriate leash and under the control of a responsible person. This restriction does not apply to local, state or federal public safety canine officers, to licensed search and rescue operations or to properly licensed animal shows or government-owned animal care facilities or properly licensed animal adoption facilities.

Sec. 5-10(c) flatly bars any dog on public property unless restrained by an appropriate leash and under the control of a responsible person -- voice control alone does not satisfy this rule on public land, unlike the separate at-large standard for private property under Sec. 5-10(a). Exceptions cover public-safety canine officers, licensed search-and-rescue dogs, and properly licensed animal shows, adoption facilities or government-run animal care facilities. Rural lots zoned RE-5/RE-10 of five acres or more are exempt only from the private-property confinement rule, not from the public-property leash requirement.
