Multnomah County Code Title 13 defines 'Animal at Large' as any animal not physically restrained on the owner's premises or not on a leash/tether of 8 feet or less when on public property. Dogs must be leashed when off the owner's property at all times in public areas. Off-leash areas designated by parks agencies are exceptions.
