Multnomah County, OR Drone Rules: Recreational Drones (2026)

Recreational drone use in Multnomah County is governed by the FAA Exception for Recreational Flyers (49 USC §44809) and implementing rules in 14 CFR Part 107 (for non-recreational) and Part 48 (registration). Pilots must register drones over 0.55 lbs ($5 per pilot, good 3 years), complete The Recreational UAS Safety Test (TRUST), fly below 400 feet, maintain visual line of sight, and yield to manned aircraft. Portland International Airport (KPDX) operates Class C airspace covering much of north and northeast Multnomah County; flights within the Class C require LAANC (Low Altitude Authorization and Notification Capability) authorization. Troutdale Airport (KTTD) adds Class D airspace in east county. Oregon state law ORS 837.300-837.390 prohibits weaponized drones and harassment.
