In unincorporated Solano County, Chapter 4 (Animals and Fowl), Section 4-13 of the Solano County Code prohibits any dog from running at large. Off the owner's property a dog must be on a leash, lead, or chain, or at heel beside a competent person. Sheriff's Animal Care Services enforces (707-784-4733). California Food & Agricultural Code Section 30951 et seq. provides state authority.
Solano County Code Chapter 4 (Animals and Fowl), Section 4-13 makes it unlawful for an owner or person in control of any animal to allow it to run at large in any public park, public place, school grounds, or commercial district. On public streets the dog must be 'under restraint by leash, lead or chain, or at heel beside a competent person', or otherwise confined. Animals found running at large may be immediately seized and impounded by the Animal Control Officer. The county provisions apply in unincorporated areas; each incorporated city (Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, Vallejo) also has its own municipal code provisions on running at large. All dogs four months and older must be licensed annually per the Solano County Code, with proof of current rabies vaccination required at licensing. Solano County Animal Care Services in Fairfield is the lead enforcement agency.
A dog found at large may be immediately seized and impounded under Section 4-13. Owners pay impound, board, and licensing fees to redeem the dog. Repeat or aggravated incidents (e.g., bite, attack) escalate to dangerous-dog proceedings under California Food & Agricultural Code Section 31601 et seq., and criminal charges under Penal Code Section 399 are possible if the dog injures a person.
