Vacaville Municipal Code Chapter 6.04 requires dogs in public places to be restrained by a substantial chain or leash no longer than six feet and under the physical control of a competent handler. All dogs over four months old must be licensed under Chapter 6.08 with proof of current rabies vaccination. Humane Animal Services (HAS) provides animal control under contract at 707-449-1700.
Vacaville Municipal Code Title 6 governs animals. Chapter 6.04 (Animal and Fowl Regulation) permits dogs in public places only if restrained by a substantial chain or leash not exceeding six feet in length, held by a person capable of controlling the dog, or off-leash only within a designated off-leash area provided the dog is at least four months old, current on rabies and DHPPC vaccinations, and either neutered or an anestrus female. Chapter 6.08 (Dog Licenses) requires every dog over four months of age to be licensed annually; the license application requires a current rabies vaccination certificate. Dog licensing is administered through Solano County Animal Care Services and Humane Animal Services (HAS), Vacaville's contract animal-control provider, reachable at (707) 449-1700. State law on dangerous and potentially dangerous dogs at California Food & Agricultural Code Section 31601 et seq. overlays the municipal scheme.
Allowing a dog at large or off-leash outside a designated off-leash area is an infraction under Chapter 6.04. Dogs found at large may be impounded by HAS; owners pay impound, daily board, and licensing fees to redeem. Failure to license is a separate Chapter 6.08 violation. Bites or aggressive incidents can escalate to dangerous-dog hearings under state Food & Agricultural Code Section 31601 et seq.
