Dogs in public must be restrained on a leash no longer than six feet and under the control of a competent handler. Exceptions apply at designated dog parks, on the owner's private property, and for non-resident visitors briefly passing through.
Fairfield Municipal Code Chapter 3 (Animals and Fowl) requires that dogs be restrained by a substantial chain or leash not exceeding six feet in length, held by a person capable of controlling the animal, or contained within an enclosed motor vehicle, whenever the dog is on any highway, street, lane, alley, court, or other public place. The leash law does not apply to dogs at City-designated off-leash areas (such as dog parks), to dogs on private property of the owner, or to dogs owned by non-residents who are passing through or temporarily staying in Fairfield for no more than 30 days. Dogs entered in a recognized bench show or dog exhibition while in the city for that purpose are also exempt. The code defines a dog as 'at large' when it is off the owner's premises and not under leash, chain, or other competent control. Solano County Animal Care Services provides field response and impoundment for at-large dogs picked up in Fairfield. California Penal Code Section 399 and Food and Agricultural Code Section 31602 add state-level liability when a dog at large bites or attacks.
An at-large dog may be impounded by Solano County Animal Care. Owners pay impound, board, and licensing fees to reclaim the animal. Administrative citations escalate from warnings to fines, and repeat or aggressive incidents can trigger dangerous-dog hearings.
