Fishers prohibits dogs and other animals from running at large anywhere in the city. On public property a dog must be leashed and under the direct control of a competent person. Off-leash is allowed only on the owner's own property or in designated dog parks, where the dog must obey commands.
City of Fishers Code Chapter 91 (Animals), § 91.05, makes it unlawful for any owner to allow an animal to run at large within the city, whether or not it wears a collar and tag. Owners must keep animals restrained inside a secure enclosure, by a tether of sufficient strength, or on a leash under the direct control of a competent person while on public property or property open to the public. A dog may be off-leash only on the owner's own property or in an area designated as a dog park, and only while obedient to commands with the handler present. The code defines 'running at large' as an animal that strays from the owner's land or is not under direct control. Tethering rules in § 91.05(E) require any tether to be at least 12 feet long with swivels on both ends, prohibit choke collars, and bar permanent tethering between 11:00 p.m. and 6:00 a.m. Service animals, public-safety K-9s, and dogs at a sanctioned show, trial, or lawful hunt are excepted. Animal control falls to the Fishers Police Department and Animal Control Officers, with impounded animals housed at the Humane Society for Hamilton County.
Running at large or failing to restrain an animal under § 91.05 is a city ordinance violation carrying a civil penalty of up to $500 per occurrence under § 91.99. Animals found at large may be immediately impounded by Animal Control or any police officer, who may pursue the animal onto private property to capture it.
