For such a person, it is unlawful to own or keep more than two animals in the city, and any animal they keep must be spayed or neutered and microchipped. They must also keep animals in a secure outdoor enclosure unless leashed and under control, and a person already under these restrictions who commits further violations may forfeit the animal and be barred by a court from owning animals. For everyone else, the practical limits on the number of pets come from the general care standards in § 91.03 (animals must have adequate space, sanitation, and care), the public-nuisance rules in § 91.06, the city's anti-hoarding provisions, and zoning. Residents wanting many animals should ensure each animal receives adequate care to avoid nuisance, neglect, or hoarding violations.
For a person already found in violation of the listed sections, keeping more than two animals (or keeping an unsterilized or non-microchipped animal) violates § 91.21. Subsequent violations can lead to forfeiture of the animal and a court ban on future ownership. General violations of Chapter 91 carry civil penalties of up to $500 per occurrence under § 91.99 unless a higher amount is listed.
