Clark County Code Title 10 Section 10.36 requires that any dog off the owner property be on a leash no longer than 6 feet and under the control of a competent person able to manage the dog. This applies on sidewalks, trails, washes, common areas of HOA communities, and all public rights-of-way in unincorporated Paradise, Spring Valley, Sunrise Manor, Enterprise, Whitney, Winchester, and Summerlin South. Off-leash operation is permitted only at designated dog parks such as Desert Breeze, Sunset, Barkin Basin, and Shadow Rock. Running at large is a separate violation that can result in impoundment at The Animal Foundation (contract shelter) with reclaim fees plus a base fine starting around $100 for a first offense. Dogs must also wear a current rabies tag and, effective August 4, 2025, have a microchip registered to the owner. Cats are generally not subject to a leash requirement but must also be vaccinated and sterilized after 4 months. The leash rule applies regardless of breed or training — even a well-trained dog voice-controlled off leash is technically in violation outside a designated dog park.
