Galveston County has no general zoning power, so an off-leash dog in the unincorporated area (Bolivar Peninsula, Bacliff, San Leon) is largely a state-law and rabies-control matter, not county zoning. Inside a city the city code governs: Galveston makes running at large unlawful. Under Health & Safety Code 826.033 a county commissioners court may adopt rules requiring each dog be restrained and impounding strays. Separately, an owner who learns a dog is declared dangerous must, within 30 days, restrain it at all times on a leash in a person's immediate control or in a secure enclosure and carry $100,000 liability coverage (822.042). The Galveston County Health District Animal Services enforces rabies and dangerous-dog rules.
City at-large violations draw a municipal citation. Failing to restrain a declared dangerous dog under 822.042 lets a court order seizure; an attack causing serious injury is a third-degree felony (822.005).
