Seminole requires dogs to be leashed and under owner control whenever off the owner's property. Pinellas County animal control regulations also apply, requiring restraint in all public areas except designated dog parks.
Under Chapter 14 of the Seminole Code of Ordinances and Pinellas County Code Chapter 14, dogs must be on a leash no longer than 6 feet when off the owner's property. Owners must maintain physical control at all times in public spaces, parks, sidewalks, and shared areas. Off-leash exercise is permitted only in officially designated off-leash dog parks. Owners must also clean up after pets and prevent running at large. Violations are enforced by Pinellas County Animal Services, which contracts for animal control within Seminole city limits.
Civil citations starting around $75 for first leash violation, escalating fees for repeats, plus possible impoundment fees and court costs.
