Under St. Louis Revised Code 10.08.010, any dog in a public right-of-way, park, sidewalk, or other public place must be restrained by a physical leash no longer than 8 feet held by a competent person. Retractable leashes extended beyond 8 feet violate the ordinance. Voice control is not a defense. Designated off-leash areas include the Shaw Park Dog Park (in adjacent Clayton but popular with STL residents), the Gravois Park Dog Park, and Wilmore Park Dog Park in St. Louis Hills, which requires a City of St. Louis Dog Park Permit ($25 annual) and proof of current rabies vaccination and sterilization for any dog over 6 months. Forest Park paths are all on-leash. Animal Care and Control officers and SLMPD patrol officers enforce. First violation $100, repeat $300-$500. Dogs running at large may be impounded at the ACC shelter at 1 Gasconade, with redemption fees.
