The Traffic and Transportation Administrator is hereby authorized to determine the location of commercial loading zones pursuant to Section 17.22.030 and issue annual permits for said commercial loading zones for commercial vehicles upon application for a permit for such a zone. An annual fee of two dollars per foot of curb line requested by the applicant for such loading zone shall be collected by the Traffic and Transportation Administrator prior to the issuance of said permit.
