Chapter 14 (Animals), Article II of the Pinellas County Code makes it unlawful for any dog or cat to run at large in the county, regardless of owner intent. Definitions in Section 14-26 require continuous physical control by leash, cord, or chain, or by reliable voice or visual command for trained dogs kept in unobstructed sight. Off-premises leashes may not exceed eight feet. Section 14-31 separately bars tethering a dog or cat to a stationary object outside the owner's continuous visual range. Dangerous dogs declared under Section 14-64 must be muzzled and kept on a substantial chain or leash by a person able to control the animal whenever they are not securely confined.
Animal Services may issue citations, impound at-large animals under Section 14-48, and pursue escalating fines; dangerous-dog noncompliance can lead to criminal charges and confiscation.
